PROJECT SUMMARY:
The project addresses the agricultural research and rural development field of the MADR within the Sectoral Plan for Research and Development ADER 2020 and will contribute to stimulating the association/cooperation of agricultural producers of vegetables and fruits, creating jobs and improving the quality of the sold production.
The project defines and describes short value chain models for vegetable and fruit production, evaluating all the component links of the chain, namely primary production, services, storage, processing, market, taking into account the role and importance of producers, small and medium-sized processors within this system, the advantages of their association/cooperation in order to streamline activities, the need to reduce the number of intermediaries among traders, the interest of consumers to purchase products (fresh and processed) that are compliant in terms of quality and at affordable prices. According to the pursued objective, the project will include the development over 4 years of the following elements: analysis of the vegetable and fruit sector at national and community level; analysis of producer organizations and groups in the vegetable and fruit sector, of interprofessional organizations; analysis of the collection and transport of vegetables and fruits; presentation of methods and technologies for processing vegetables and fruits; situation of the market for fresh and processed vegetables and fruits; developing a SWOT analysis of the short value chain for vegetables and fruits; designing and experimenting with models for developing short value chains for vegetables and fruits; demonstrating the functionality of short value chain models for the value of vegetable and fruit production; proposals for adapting legislation.
The novelty of the project consists, on the one hand, in reflecting the existing situation in Romania regarding the sale of vegetables and fruits by small and medium-sized producers, and on the other hand, in analyzing the ways to improve their performance regarding the value of production by creating and developing short value chains in the supply chain. The project develops models for developing short value chains for vegetables and fruits in the supply chain, meeting the concerns of the Ministry of Agriculture and Rural Development of the Republic of Moldova (MARD) to streamline agricultural and agri-food market structures, by optimizing the functioning of all links in the chain and formulating legislative proposals in the field.
The originality of the project is highlighted by the fact that it structures the most important available information about the links of the short chain of capitalization of vegetables and fruits, the advantages of their application and the legislation in the field, integrating them into a complex framework for analyzing these links of storage, distribution, processing and capitalization.
The advantages and benefits of implementing a system for monitoring the development models of short capitalization chains can be grouped as follows: the possibility of establishing correct capitalization prices for vegetable and fruit production for both the producer and the final consumer by eliminating intermediaries; delimitation of responsibilities within the chain of capitalization of vegetables and fruits; fulfillment of legal norms; ensuring product quality control and gaining consumer confidence in Romanian products.
IMPLEMENTATION PLAN:
Stage 1: Study on the situation of the vegetable-fruit sector at national and community level
Stage 2: Design and experimentation of models for the development of short value chains for vegetable production
Stage 3: Design and experimentation of models for the development of short value chains for fruit production
Stage 4: Demonstration of the functionality of short value chains for vegetable-fruit production and dissemination of results and professional training
OBJECTIVES:
The general objective of the project is to support and promote forms of association/cooperation by creating models for capitalizing on the production obtained by small and medium-sized producers.
The specific objective is to support and promote forms of agricultural association/cooperation that ensure conditions for obtaining economic advantages by small producers, by introducing innovative economic and financial mechanisms and adapting legislation.
EXPECTED RESULTS
Design and experimentation of models for developing short chains for capitalizing on the production of vegetables and fruits:
- Information on investment costs, storage, preservation, delivery;
- Proposals for adapting the legislation in the field to decision-makers, in order to substantiate the support measures in the PNDR for investments in the processing and marketing of agricultural products;
Development of a practical guide with scientifically based technical and economic solutions for the establishment and development of short value chains in the services-storage-processing-market sector included in the PNDR 2014-2020.
HOW TO APPLY THE RESULTS:
By applying the results, we expect to obtain the following benefits: improving competitiveness in the supply chain, increasing their added value within the short chain, compensating for the difficulties related to the flow of vegetables and fruits and products along the short chain of the supply chain, contributing to the structural cohesion of agricultural systems, allowing for more efficient use of resources along the short chain, supporting the trust of distributors and consumers for the products that are marketed, ensuring the quality control of vegetables and fruits and vegetable and fruit products, which represents a necessary area of integration in order to ensure transparency throughout the short value chain, the possibility of safe action in the event of irregularities regarding fresh and processed vegetable and fruit products, delimiting responsibilities in the short value chain, significantly increasing profitability along the entire short value chain of vegetables and fruits, starting from small and medium-sized producers in the vegetable and fruit sector, storage, processing, marketing, as losses and syncopes in the economic relations of production valorization are reduced.
